How do you handle the Data Privacy Laws by selling people's personal and or business contact information.Republic Act No. 10173

I think the selling of raw data such as this post is against the law according to the new data privacy laws as set forth in Republic Act No. 10173 

Could  you please explain how this is compliant to the law mentioned above so that we are protected from any complaints made to the NPC or where we are able to get their personal details.  Will your company sign a disclosure that you have the authority to sell this personal information?
